I assume that the reason Virginia gets back so much is because of the military bases in the Tidewater area. We get $1.66 back for every dollar we send to Washington.

Looks like CT is the big loser: not only do they have very high federal taxation per capita (probably based on their nation leading income), but they also receive a relatively small share of tax revenue.
